STEP 1. Launch Group Policy Editor. This can be performed easily by typing gpedit.msc in the Run box.
STEP 2. Navigate to Computer Configuration/Administrative Templates/Network/QOS Packet Scheduler using the pane on the left side.
STEP 3. In the left pane, you’ll see a Setting with the name Limit reservable bandwidth, right-click this and select properties.
STEP 4. Next click on enabled and set bandwidth limit % 0.  
That’s all! The next task for you is to optimize TCP/IP settings.
Method 2:  Optimizing TCP/IP settings
In order to accomplish this task, you’ll require a freeware program called SG TCP Optimizer. This tool will optimize the manner in which your system sends and receives data packets. As a result the Internet speed becomes fast. Though it is most suitable for broadband connections, however it works for just about any type of connection.
STEP 1.  Download SG TCP Optimizer and run it.
STEP 2. Click General Settings tab, just pull the slider to match your connection’s download speed. Then, at the bottom of the same window, choose the “Optimal Settings” radio button and click “Apply Changes”.
STEP 3. Reboot your system and enjoy high Internet speed.
